In accordance with subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services", I ORDER:

1. Approve the attached Rules for the provision of public services in the field of preschool education.

2. To recognize as invalid some orders of the Minister of Education and Science of the Republic of Kazakhstan in accordance with the annex to this order.

3. The Committee of Preschool and Secondary Education of the Ministry of Education and Science of the Republic of Kazakhstan, in accordance with the procedure established by law, shall provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on the Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan;

3) within ten working days after the state registration of this order, submission to the Legal Department of the Ministry of Education and Science of the Republic of Kazakhstan of information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.

4. To assign control over the execution of this order to the supervising Vice-Minister of Education and Science of the Republic of Kazakhstan.

5. This order shall enter into force after the day of its first official publication.

Rules for the provision of public services in the field of preschool education

Chapter 1. General provisions

1. Rules for the provision of public services in the field of preschool education (hereinafter – Rules) are developed in accordance with the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan "On Education", "On the status of a teacher", "On special social services", "On the rights of the child in the Republic of Kazakhstan", "On social and medical-pedagogical correctional support for children with disabilities", "On military service and the status of military personnel", "On special state bodies of the Republic of Kazakhstan", subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On public services", the Code of the Republic of Kazakhstan "On Marriage (Matrimony) and family".

2. The rules determine the procedure for admission (queuing, issuing directions, accepting documents, enrolling in a preschool organization) of preschool-age children to vacant places in preschool organizations with a state educational order, regardless of the types, form of ownership and departmental subordination.

3. These Rules use the basic concepts:

1) archive – a set of applications removed from the queue due to the successful receipt of a referral for enrollment in a preschool organization or removed from the queue for other reasons provided for by these Rules;

2) blockchain technology is a way of building a data storage and processing architecture according to certain rules, which allows you to identify changes to data that are not subject to correction;

3) free place – information about a vacant place for enrolling a child in a preschool organization, indicating the preschool organization, age group, language of education and training, type of group (general development, special), work mode (full, part-time, round-the-clock stay), enrollment mode (generally established, early booking, temporary stay), indicating the dates of the beginning of enrollment and the availability of restrictions on the date of stay in the preschool organization;

4) the bulletin of vacant seats is a protocol that daily records the chronology of the transfer of vacant seats from preschool organizations for distribution to the queue management system;

5) the free place of the generally established enrollment regime is a free place, the validity period of the referral for which begins to be calculated immediately after receiving the referral;

6) free place of early booking mode – a free place for which you can get a referral before this place is actually vacated; the period of calculation of the validity of the referral and the procedure for enrollment in a preschool organization begins after the actual release of the place;

7) queue management system is an information system of the service provider that provides automated execution of business processes for accepting applications for queuing and distributing places in preschool organizations;

8) priority number – the position of the application in the queue relative to other applications in this queue;

9) bulletin of recalled places – a protocol that daily records the chronology of the return (recall) by preschool organizations of places previously transferred for distribution to the queue management system;

10) referral for enrollment in a preschool organization (hereinafter referred to as the referral) – notification of the temporary reservation of a place in a preschool organization for the applicant for the period of the enrollment process in a preschool organization and registration of relevant documents;

11) the queue of applications (hereinafter referred to as the queue) – applications for enrollment in a preschool organization, successfully registered in the queue management system and ordered relative to each other according to these rules;

12) proactive service – a public service provided in electronic form, provided at the initiative of the subject of the provision of services, for the provision of which the mandatory consent of the subject of receiving the service, provided by means of a cellular subscriber device, is required;

13) stop list - a temporary archive where applications from the queue are moved, for which the possibility of receiving referrals is suspended due to identified violations committed by applicants;

14) a free place of temporary stay is a free place that is reserved in a preschool organization for a temporarily retired pupil, therefore it has a limited period of stay for a new child enrolled in this place;

15) notification – electronic text messages sent by the queue management system to the applicant in order to notify about the passage of certain stages of obtaining a place in a preschool organization.

Chapter 2. The procedure for the provision of public services

Paragraph 1. The procedure for the provision of public services "Placing preschool children (up to 6 years old) on the waiting list for referral to preschool organizations

4. State service "Placing preschool children (up to 6 years old) on the waiting list for referral to preschool organizations" (hereinafter referred to as the state queuing service) is provided by local executive bodies of regions, cities of Nur–Sultan, Almaty, Shymkent, districts (cities of regional significance), akims of districts in the city, cities of district significance, settlements, villages, rural districts (hereinafter referred to as the service provider).

5. To receive a state service for queuing, an individual (hereinafter referred to as the service recipient) sends an application to the office of the service provider, or through the non-profit joint stock company "State Corporation "Government for Citizens" (hereinafter referred to as the State Corporation) and (or) through the web portal "electronic Government" (hereinafter referred to as the portal) in the form according to Appendix 1 to the Rules, as well as the documents specified in paragraph 8 of the State Service Standard "Placing preschool children (up to 6 years old) on the waiting list for referral to preschool organizations" (further – The standard of public services for staging).

The list of basic requirements for the provision of public services for queuing, including the characteristics of the process, form, content and result of the provision of services, as well as other information, taking into account the specifics of the provision of public services for queuing, is given in the Standard of Public Services for queuing according to Appendix 2 to the Rules.

In the "personal account" of the service recipient, information is displayed on the status of consideration of a request for the provision of a public service for queuing, and a notification is also placed indicating the date and time of receipt of the result of a public service for queuing.

The office of the service provider, an employee of the State Corporation accept the application in accordance with Annex 1 to the Rules and register the documents received from the service recipient, check them for completeness; when the service recipient submits a complete package of documents, they issue a notification of queuing indicating the priority number (in any form).

If the service recipient submits an incomplete package of documents in accordance with the list provided for in paragraph 8 of the State Service Standard for the Statement, the service provider and (or) an employee of the State Corporation refuses to accept the application and issues a receipt for refusal to accept documents in accordance with Annex 3 to the Rules.

The service provider and the employee of the State Corporation receive information about identity documents from the relevant state information systems through the gateway of the "electronic government".

The issuance of ready-made documents to the service recipient is carried out on the basis of a receipt for the receipt of the relevant documents upon presentation of an identity document (or its representative under a notarized power of attorney).

6. In case of application through the portal, the service provider receives and registers the documents on the day of receipt.

The service provider checks the completeness of the submitted documents within 30 minutes. In case of incompleteness, a reasoned refusal to further consider the application is prepared within the specified time, which is sent in the form of an electronic document to the applicant in the "personal account" on the portal.
